Canadian Dental Care Plan (CDCP) – Eligibility Criteria Explained

As more Canadians apply for the Canadian Dental Care Plan (CDCP), one of the biggest concerns we hear at Cataraqui Family Dental is: How do I know if I’m eligible, and what exactly do I need to apply? 

The CDCP has created new opportunities for patients to access essential dental care without over whelming costs, but the eligibility rules can feel confusing at first glance. In this guide, we break down the requirements using the latest information from the official Canada.ca guidelines and answer the questions Canadians are asking most right now.

What Documents Do I Need to Prove Eligibility?

To apply for the CDCP, you will need a few key documents and details for yourself, your spouse or common-law partner, and any dependants.These include:

·        Social Insurance Number (SIN)

·        Full legal name

·        Date of birth

·        Home and mailing address

·        List of any other government dental coverage (if applicable)

·        Your most recent Notice of Assessment from your federal tax return

Because eligibility is based on your adjusted family net income, filing your taxes for the previous year is mandatory. Both you and your spouse or partner must have filed your return to qualify.

Most people apply through My Service Canada Account (MSCA). Once you log in, the CDCP link appears right at the top of your dashboard. From there, simply click Apply and follow the steps.

If you cannot use MSCA, you can apply by phone through Service Canada.

Do I Need Private Insurance to Apply?

No. You do not need private dental insurance to apply for the Canadian Dental Care Plan.

The CDCP is designed for people who do not have access to private dental coverage. This means you qualify if:

·        You do not have employer-provided dental insurance

·        You do not have private dental benefits through an insurer

·        You do not have dental coverage through a professional or student plan

You can still apply if you have government-based dental benefits, but you must list those programs in your application. Service Canada uses this information to ensure there is no overlap or duplication of coverage.

Can I Qualify If I Already Have Employer Dental Insurance?

Unfortunately, no. If you currently have any dental coverage through your employer,your spouse’s employer, or a pension plan, you are not eligible for the CDCP.

This includes:

·        Traditional employer dental insurance

·        Workplace benefit packages

·        Group coverage

·        Retiree dental plans

·        Student dental insurance

·        Union dental plans

Even if your employer plan is basic, limited, or low-coverage,you still cannot access CDCP. The federal program is specifically intended for people with no access to private dental benefits at all.

If your employer coverage ends or expires, you may apply afterward, as long as you meet income and tax-filing requirements.

Is Eligibility Checked Every Year?

Yes. Your eligibility for the CDCP must be renewed annually.

Each year, Service Canada reviews:

·        Your adjusted family net income

·        Your access (or lack of access) to private dental coverage

·        Your most recent tax return

·        Your residency status

Renewal is required to confirm that you still meet all eligibility requirements. Coverage does not automatically continue.

What happens if you forget to renew?

If your coverage expires, you must submit a new application. Any dental services received during a gap will not be reimbursed retroactively.

Can your co-payment change after renewal?
